With the fall of the Alliance’s Panama Base, the Earth Alliance loses the mass driver and the path out to space. Scheming begins how to claim the remaining mass driver on Earth. The Atlantic Federation, that essentially leads the Earth Alliance, along with the Blue Cosmos leader Muruta Azrael, take measures against Orb.
The Alliance sends an ultimatum to Orb. The ultimatum states that Orb has ignored the repeated requests for help from the Alliance and says that if the Orb’s government does not dissolute and disarm the army, the nation will be viewed as a ZAFT supporter and be attacked by the Alliance. This means that the Alliance intends to divide the world into just friend or foe, not allowing any neutral positions, which trouble the heads of Orb and exasperates Uzumi. On the Archangel, Murrue tells the entire crew to each decide whether to stay and fight or leave the ship.
Time looms upon Orb, and the citizens evacuate from the urban areas and around military facilities, in preparation to stand on defense. And, the battle begins.
